A decade of rules has been written for digital data. None of it sets a standard for the paper. A bank's IT systems are audited every year; the archive holding the original signed documents those systems refer to is not.

A directive from NRB and the Nepal Insurance Authority
Records held below certified fire and structural standards moved within one fiscal year.
Physical storage as a mandatory audit line item
Proof of certified storage required of A, B and C class institutions.
End basement and residential-grade storage of legal records
With a certified route named as where those records should go.
