The 2025 court fires, and what single-copy records really cost

On 9 September 2025 arson destroyed most of the Supreme Court of Nepal's working files. Across the country's courts about 933,000 case files were lost. None of them had a copy kept anywhere else.

Policy and advocacy

Nepal's rules protect digital data. Almost nothing protects the paper those systems refer to.

Petition

Nepal has no rule protecting physical records

A decade of rules has been written for digital data. None of it sets a standard for the paper. A bank's IT systems are audited every year; the archive holding the original signed documents those systems refer to is not.

Blackbox initiated and supports this petition. Certified offsite storage is a service we provide, and we would benefit commercially from the reforms proposed. We are stating the case anyway, because the alternative is that nobody states it.

What we are asking for
Certify professional providers as a compliant storage route
The fastest fix available. Months, not the years an in-house vault would take.
A directive from NRB and the Nepal Insurance Authority
Records held below certified fire and structural standards moved within one fiscal year.
Physical storage as a mandatory audit line item
Proof of certified storage required of A, B and C class institutions.
End basement and residential-grade storage of legal records
With a certified route named as where those records should go.
